The City of Youngstown offers qualifying businesses and industries a series of creative financial incentive programs to promote job creation and business expansion. Federal, state, and local incentives may include low interest rate loans, tax incentives, façade grants, and job training assistance. Costs, including building improvements, must be reviewed and approved for eligibility. The Zoning Department can verify the proper zoning classification of a property, provide guidance on the variety of permits you may require, review plans, and issue zoning permits.
