The new configuration of South Phelps Street, between West Federal Street and West Front Street, is noticeably beginning to take shape. Tinted, textured concrete has been laid for the new vehicular traffic lane, contrasting nicely with the sidewalks. Inlaid brick and raised flower planters will soon be installed between the sidewalks and traffic lane.

Construction on South Phelps Street, between West Federal Street and Front Street, is part of Phase 2 of the SMART2 project. These blocks have been redesigned to provide a convenient and inviting pedestrian route between the Phelps Street Gateway to the north and the Youngstown Foundation Amphitheatre and Wean Park to the south, creating a contiguous and coherent entertainment, recreation, and dining corridor. Project design elements include the elimination of street parking, widening of sidewalks, and aesthetic improvements.
