Water - Turn-On Release

If your water has been disconnected by Youngstown Utilities and you have made your payment, submit this form and ID to have service restored:

  • There is a non-refundable Turn-On Fee ($40 for City residents; $44 for County residents).
  • You MUST attach supporting documents to complete the Release Form.
  • Please use ALL CAPS when entering text.
  • Make sure any valves, faucets, and/or spigots are in the OFF position, prior to the turn-on.

IMPORTANT:

  • Enter your information and click Submit.
  • When prompted to REVIEW your information, make needed changes or click Submit, again.
  • Your information WILL NOT be sent until you REVIEW and click Submit the second time.

  • Youngstown Utilities, City of Youngstown is not responsible for any water damages to the property.
  • If excavation is needed, water may not be reconnected for at least 3 business days, excluding weekends and holidays. This is pursuant to the Ohio Revised Code, Section 3781.25 to Section 3781.32.
