Use this form to apply for Water Service with the Youngstown Water Department.

You MUST attach supporting documents, in order to complete your registration.

For Business Use. Upload documentation that shows members of a Limited Liability Company (LLC).

  • The Division of Water, City of Youngstown, is not responsible for any water damages to the property.
  • If excavation is needed, water may not be reconnected for at least 3 business days, excluding weekends and holidays. This is pursuant to the Ohio Revised Code, Section 3781.25 to Section 3781.32.
  • For any water needing to be turned on, a non-refundable turn fee will be billed to your water account.
Disclaimer: New customers applying for service at an account that has been inactive for an extended period of time should be aware that a new tap may need to be purchased. Prolonged inactivity can lead to physical deterioration of the existing tap and service line, which may require replacement to ensure proper service and regulatory compliance.
