Request to Speak Before Council

I understand that if permission is granted by City Council, I will be limited to speaking for no more than 3 minutes.
I am also advised that this forum is not to be used to discuss issues or topics that may be or are currently in litigation.
Speakers are to refrain from speaking about specific individuals or officials and are to speak in general terms only.
Candidates who have filed for local elected office are not permitted to speak after the filing deadline.
Please be advised that requests are considered during the regularly scheduled council meetings only (see calendar below).
Individuals are granted permission to address Council no more than once within a 30-day period.
Anyone wishing to speak before Council must submit their written request no later than noon the Tuesday prior to the Council meeting of which they wish to speak.
The individual named in this request will be considered to speak (one speaker per request).
Youngstown City Council reserves complete authority to grant permission to speak.
Completion of this request does not imply permission will be granted.
All requests, affirmative or otherwise, will be confirmed by the office of the City Clerk.
