SMART2 Progress - South Phelps Street

Work is underway on the South Phelps Street and West Boardman Street intersection, the last outstanding component of the South Phelps Street phase of SMART2. Crosswalks have been excavated, constructed, and decorative concrete has been poured. A finish layer of asphalt in the center of the intersection will then be applied.
Construction on South Phelps Street, between West Federal Street and Front Street, is part of Phase 2 of the SMART2 project. These blocks have been redesigned to provide a convenient and inviting pedestrian route between the Phelps Street Gateway to the north and the Youngstown Foundation Amphitheatre and Wean Park to the south, creating a contiguous and coherent entertainment, recreation, and dining corridor. Project design elements include the elimination of street parking, widening of sidewalks, and aesthetic improvements.
