Notice is hereby given that the City of Youngstown, Ohio (City) is currently preparing its PY 2025-2029 Consolidated Plan and its PY 2025 Annual Action Plan (July 1, 2025 – June 30, 2026). The City will receive PY 2025 Community Development Block Grant (CDBG) funds, HOME Investment Partnerships (HOME) funds, and Emergency Solutions Grant (ESG) funds from the U.S. Department of Housing and Urban Development (HUD) and will conduct public meetings on the use of these funds (see link below).

Applications for CDGB, HOME, and ESG funds for Fiscal Year 2025-2026 will be available on January 16, 2025.

The City of Youngstown and its Community Development Division are pleased to present the At Home In Youngstown program, providing individuals and families with financial resources to obtain the dream of home ownership. This program will provide funds for down payment and closing costs, as well as approved energy efficiency upgrades, to homebuyers purchasing a home within the City of Youngstown.
