The city of Youngstown proposes to restripe Boardman Street between Walnut Street and Market Street and Walnut Street between Front Street and Commerce Street. Within these sections, travel lanes would be reduced to one through lane in each direction with dedicated turn lanes, as needed. Additional improvements proposed by this project include new dedicated parallel and diagonal on-street parking, new brick and concrete walk and new curb ramp installations to comply with Americans with Disabilities Act (ADA) standards, new or upgraded crosswalks, improved lighting, new landscaping, installation of a new mid-block crossing at Eastern Gateway Community College and new traffic control sign installations.
In addition to the project details from the January 4, 2024 News Release, the city of Youngstown also proposes to reconstruct the closed roadway section of Walnut Street between Commerce Street and Wood Street with a Step Street. A Step Street is a thoroughfare fitted with steps for pedestrian traffic rather than paved for motor vehicular traffic. This Step Street will be designed during construction and it is included in the attached plan for location purposes only.
This project will be constructed within existing roadway rights-of-way. The $2,867,500 project is scheduled to begin construction in the summer of 2024 and will be completed by late fall of 2025.
During construction, existing traffic patterns will be maintained as long as possible. Thereafter, one block at a time along both Boardman Street and Walnut Street will be closed to vehicular traffic and detours will be provided. Pedestrian access will be maintained at all times on both streets. Access will be maintained to all adjacent properties, residences, businesses, and intersecting side streets. The construction schedule, lane restriction information, and detour information will be posted within the construction limits prior to construction starting. Due to the low volume of vehicles utilizing these streets and the availability of cross streets and parallel streets, substantial traffic disruptions are not expected during project construction.
While no environmental or community impacts are anticipated during project construction, the City of Youngstown Public Works Department is seeking any comments you may have regarding the proposed project. Project-related issues the public may wish to comment on include, but are not limited to, the effect of the project on residents, businesses, the local economy, historic or cultural resources, etc.
