Restricted Access to City Hall as of 3-18-2020

In re: Restricted Access to City Hall in the City of Youngstown. Non-Essential Employees and the Public are excluded from City Hall Effective March 18, 2020.
In an effort to protect the public and City Hall, I, Erin M. Bishop, Health Commissioner of the City of Youngstown, pursuant to the authority granted to me in R.C. 3701.13 to “make special orders… for preventing the spread of contagious or infectious diseases” Order the City of Youngstown City Hall located at 26 S. Phelps Street, Youngstown, Ohio 44503 restricted effective March 18, 2020 at 4:00 pm. I make this Order to avoid the imminent threat with a high probability of widespread exposure to COVID-19 with a significant risk of substantial harm to a large number of people in the general population, including the elderly and people with weakened immune systems and chronic medical conditions.
Effective 4:00 p.m. March 18, 2020, City of Youngstown City Hall operations will be reduced to essential employees. City Hall Employees who can perform their job duties remotely will be instructed by their Department Heads to do so. There will be no public access to City Hall located at 26 S. Phelps Street, Youngstown, Ohio 44503.
Please be advised that Vital Statistics, a Division of the Youngstown City Health District will remain open to the public on Mondays, Wednesdays and Fridays from 8:00 a.m. to 12:00 pm. The Reproductive Health and Wellness Clinic will be open on Wednesdays and Fridays from by 8:00 a.m. to 12:00 pm. by appointment only. To schedule an appointment call 330.742.8221. The Youngstown City Health District is located at the Youngstown Municipal Court Building at 9 West Front Street.
Please continue to follow prevention techniques as recommended by the Center for Disease Control (CDC) and Ohio Department of Health (ODH) such as self-quarantining and “shelter in place.” Practice proper handwashing, proper sanitizing of surfaces and social distancing of 6 feet if you must leave the house.
