SMART2 Progress - South Phelps Street

Construction work is nearly finished on South Phelps Street. Decorative planters and landscaping are in full bloom, all streetlights and signage have been installed, and the street is open to traffic. The intersection of South Phelps Street and West Boardman Street is now the only remaining section to be completed, with decorative, stamped concrete crosswalks and asphalt paving to be installed.

Construction on South Phelps Street, between West Federal Street and Front Street, is part of Phase 2 of the SMART2 project. These blocks have been redesigned to provide a convenient and inviting pedestrian route between the Phelps Street Gateway to the north and the Youngstown Foundation Amphitheatre and Wean Park to the south, creating a contiguous and coherent entertainment, recreation, and dining corridor. Project design elements include the elimination of street parking, widening of sidewalks, and aesthetic improvements.
