SMART2 Progress - South Phelps Street

After winter weather delays, construction work has resumed on South Phelps Street, between West Federal Street and West Front Street. Except for a few remaining areas where efforts are ongoing to install new sidewalk utility boxes, paving efforts are nearly complete. Streetlights have been installed on the West Federal Street to West Boardman Street block, but supply chain issues are holding up installations further south to West Front Street. Raised flower planters will be installed along the inlaid brick sections that border the traffic lane, replacing the current temporary traffic barriers. The traffic lane between West Federal Street and West Boardman Street is now open periodically for vehicular use, but subject to construction activity closures.

Construction on South Phelps Street, between West Federal Street and Front Street, is part of Phase 2 of the SMART2 project. These blocks have been redesigned to provide a convenient and inviting pedestrian route between the Phelps Street Gateway to the north and the Youngstown Foundation Amphitheatre and Wean Park to the south, creating a contiguous and coherent entertainment, recreation, and dining corridor. Project design elements include the elimination of street parking, widening of sidewalks, and aesthetic improvements.
